The application prepared by BergerABAM for 80 acres of Port of Washougal-owned land was complex because it included four elements: land use division, shoreline permit, wetland permit, and a U.S. Army Corps of Engineers Nationwide Permit for Phase 1 development. BergerABAM also assisted the Port with wetland bank credit negotiations. Natural resources work included delineating approximately 15 acres of on-site wetlands slated to be filled to permit future industrial development. Assistance was provided for the preparation of a draft development agreement between the Port and the City of Washougal. The agreement reserved peak hour trips for development and vested the project for 20 years under the then-current critical area ordinance.
