The Port of Camas/Washougal retained BergerABAM to prepare an update to its state-mandated comprehensive scheme. While the Port acknowledged the need to be consistent with state law, the Port hoped for a more strategy-based plan designed with a high level of accountability that would trigger annual reviews. With the complete turnover of the Port Commission within the prior 2 years, the Port also wanted a process that was completely transparent, allowing the maximum amount of public input. The process was initiated by a series of stakeholder interviews, the results of which were shared with the Port Commission and staff in a public session. BergerABAM further designed and implemented a planning process that was conducted in a virtual fishbowl, with every policy and strategic direction discussed (and debated) in open sessions, followed by formal public input. The result was the adoption of a strategic plan for the Port that enjoyed the full support of its constituents.
